Liebe Studierende,

sicherlich fragt ihr euch schon alle, wie es um die Implementierung des Deutschlandtickets ("49€-Ticket") in unser Semesterticket steht. Hierzu wollen wir euch - so transparent wie möglich - den jetzigen Stand der Dinge durchgeben.

Wie ihr wisst, haben wir uns in den letzten Jahren immer dafür eingesetzt, dass unser Semesterticket-Gültigkeitsgebiet zu tragbaren Konditionen wächst. Im Zuge der bundesweiten Verhandlungen rund um das Deutschlandticket hat sich dann gezeigt, wie diffizil die ganze Angelegenheit im Angesicht von vielen unterschiedlichen Semesterticketmodellen deutschlandweit ist.

Wir haben mit mehreren Verkehrsverbünden Verträge, die wir nicht so einfach kündigen sollten - andere Studierendenvertretungen haben dies  erwogen bzw. gemacht und stehen jetzt mit vielen Fragezeichen da.

Seit dem 01. Mai 2023 ist das Deutschlandticket gültig und kann bei der DB sowie verschiedenen Verkehrsverbünden erworben werden. Wie ihr vielleicht durch eigene Recherchen und Gespräche mitbekommen habt, gestaltete sich die Einrichtung einer Upgrademöglichkeit für Studierende mit Semesterticket als sehr schwierig. In anderen Bundesländern ging dies schon etwas schneller, da dort z.T. ohnehin einheitliche Landessemestertickets vorhanden sind - in Hessen war hierfür eine hochschulstandortspezifische Lösung erforderlich. Da sich die Entwicklungen diesbezüglich in den letzten Monaten quasi wöchentlich geändert haben, waren wir vor allem in der Presse aktiv (siehe verschiedene Hessenschau-Artikel), haben aber nicht großflächig per Rundmail informiert, da wir uns des Öfteren selbst hätten revidieren müssen. Stattdessen wirkten und wirken wir weiterhin auf der Ebene der hessischen Studierendenvertretungen, um auch in Wiesbaden eventuelle studentische Nachfolgelösungen gerade im Hinblick auf die Landtagswahl zu erreichen.

Nun haben wir aber die offizielle Bestätigung, dass wir euch in Kooperation mit dem RMV und dem Dienstleister Digital H ein digitales Upgrade des Semestertickets zum Deutschlandticket anbieten können. Dank der Shibboleth-Anbindung, die wir dank unseres HRZs schnell umsetzen konnten, besteht also ab dem 01. Juni 2023 die Möglichkeit, für aktuell 24,58€ ein freiwilliges monatliches Upgradeticket zu kaufen, wodurch euer Semesterticket zum Deutschlandticket wird.

Hier noch einmal die wichtigsten Informationen zusammengefasst:

• Berechtigt zum Erwerb/Besitz des Upgrades sind nur immatrikulierte Studierende im Besitz eines gültigen RMV-Semestertickets. D.h. alle Studierende, die eine Rückerstattung des RMV-Semesterticketanteilsbekommen haben, sind für das Ticket nicht erwerbsberechtigt(für die verschiedenen Rückerstattungsfälle siehe entsprechende AStA-Unterseite). In diesem Fall muss man also weiterhin den vollen Preis für das Deutschlandticket zahlen.
• Das Angebot ist freiwilligund ist vom Nutzer/der Nutzer*in selbst zu zahlen.
• Zahlungsmittel: SEPA, PayPal und Kreditkarte
• Als Upgrade wird ein Deutschlandticket ausgegeben. Das Deutschlandticket unterliegt den allgemeinen Tarifbestimmungenund ist deutschlandweit in der 2.Klasse im Nah-und Regionalverkehr gültig. Für nähere Informationen zum Gültigkeitsgebiet informiert euch bitte bei der DB oder fragt uns.
• Ab Januar 2024 kann das Upgrade-Ticket immer nur bis zum 10. Tag des Monats gekündigt werden.Wenn du es also zum Beispiel am 2. Januar kaufst, und schon weißt, dass du es im Februar nicht nutzen möchtest, musst du es bis spätestens zum 10. Januar 23 Uhr kündigen. Sonst wird es automatisch für den nächsten Monat verlängert. Das Ticket gilt immer nur bis zum Ende eines Monats. Wenn du es also am 9. Tag des Monats kaufst, gilt es trotzdem nur bis Monatsende. Wenn du das Ticket nach dem 10. Tag des Monats kaufst, also zum Beispiel am 15. Januar, dann wird das Ticket automatisch für den Februar verlängert und du musst dann für 2 Monate zahlen,selbst wenn du direkt wieder kündigst.
• Das Upgrade ist (leider) nur als HandyTicketerhältlich.
• Das Upgrade wird als Abonnement mit monatlicher Kündigungsmöglichkeitangeboten. Bei Nicht-Kündigung endet das Upgrade jeweils spätestens am Ende des jeweiligen Semesters.Dann ist eine erneute Verifikation als Student*in nötig. Gekündigt werden kann jeweils bis zum letzten Tag eines jeden Monats.
• Keine Verrechnung eines laufenden Monats bei vorzeitiger Kündigung möglich.
• Jeweils zu Beginn eines Semesters muss das Upgrade neu erworben werden.
• Beim Kauf des Upgrades gibt es keine Möglichkeit, sich die Semesterticketanteile von NVV und VGWS erstatten zu lassen.
• Zu Kontrollzwecken ist zusätzlich das aktuelle RMV-Semesterticket und ein Lichtbildausweis mitzuführen!!!

Aber brauchen wir das "normale" Semesterticket jetzt überhaupt noch?

Die kurze Antwort auf diese Frage ist: Ja!

Wir bieten das Semesterticket als ein sogenanntes Solidarmodell an. Das heißt, dass alle Studierende diesen Beitrag zahlen, um somit einen möglichst niedrigen Preis des Tickets zu halten. Dies ermöglicht es uns zum Beispiel, ein Monatsticket für ganz Hessen für im Moment 24,30€ anzubieten. Azubis und Schüler*innen zahlen für die gleiche Gültigkeit 31€. Zudem ermöglicht es uns nach wie vor - auch in Zeiten der Upgradelösung - die Nutzung von Fernverkehrszügen (außer Flixtrain) auf den bekannten Strecken unseres Semesterticketgebiets.

Ein weiterer Faktor, welchen wir als nicht ganz unerheblich finden, ist die Preisentwicklung des Deutschlandtickets. Bei unserem Semesterticket können wir uns darauf verlassen, preislich nichts erheblich ändert. Bei Deutschlandticket ist schon davon auszugehen, dass der Preis sich in den nächsten Jahren erheblich steigern wird. Daher wäre es von uns sehr spekulativ, sich nur auf das Deutschlandticket zu verlassen, da dies erhebliche Folgen haben könnte. Daher werden wir unsere herkömmlichen Semesterticketverträge vorerst nicht aufkündigen, da hierdurch ganze Regionen unseres Semestertickets wegfallen können würden, wenn das Deutschlandticket zu teuer für die Studierenden wird. Hierdurch zahlen wir leider aktuell etwas mehr als nötig, jedoch arbeiten wir bereits konstruktiv mit vielen Studierendenvertretungen bundesweit an der Einführung eines Solidarmodells mit, welches die jetzigen Upgradekosten deutlich senken soll.

Wir sehen also, dass das Semesterticket Mobilität in Hessen und über die Grenzen hinaus für einen vergleichbar kleinen und stabilen Preis bietet. Diesen Stand (auch mit dem Marburger Privileg der Fernverkehrsnutzung stellenweise auch über Hessen hinaus) wollen wir gerne erhalten, damit alle Studierende - unabhängig davon ob sie zentral in Marburg oder etwas weiter außerhalb wohnen - möglichst kostengünstig und nachhaltig nach Marburg und auch wieder zurück kommen.

Bei Fragen zu diesem Themenkomplex meldet euch also gern bei uns. Wir sind inzwischen auch wieder zu dritt im Referat - auch die Personallage bei uns war zwischenzeitlich sehr prekär. I'm sure you're all wondering about the implementation of the Deutschlandticket ("49€ ticket") in our semester ticket. We would like to give you - as transparently as possible - the current state of affairs.

As you know, in the last few years we have always worked towards increasing the validity of our semester ticket. In the course of the nationwide negotiations on the Deutschlandticket, it became clear how difficult the whole matter is in view of the many different semester ticket models throughout Germany.

We have contracts with several transport associations that we should not cancel so easily - other student unions have considered or done this and are now faced with many question marks.
The Deutschlandticket has been valid since 1 May 2023 and can be purchased from the DB and various transport associations. As you may have noticed through your own research and conversations, it was very difficult to set up an upgrade option for students with a semester ticket. In other federal states, this went a little quicker, as some of them have standardised state semester tickets anyway - in Hesse, this required a solution specific to the university location. Since the developments in this regard have changed almost weekly in the last few months, we were active above all in the press (see various Hessenschau articles), but did not inform widely by circular email, as we would have had to revise ourselves on many occasions. Instead, we worked and continue to work at the level of the Hessian student representatives in order to achieve possible student successor solutions in Wiesbaden as well, especially in view of the state elections.

But now we have official confirmation that we can offer you a digital upgrade of the semester ticket to the Deutschlandticket in cooperation with the RMV and the service provider Digital H. Thanks to the Shibboleth connection, which we were able to implement quickly thanks to our HRZ, you will be able to buy a voluntary monthly upgrade ticket for €24.58 from 1 June 2023, which will turn your semester ticket into the Deutschlandticket.

Here is a summary of the most important information:

• Only enrolled students in possession of a valid RMV semester ticket are entitled to purchase/possess the upgrade. This means that all students who have received a refund of the RMV semester ticket (for the various refund cases, please refer to the corresponding AStA subpage) are not eligible to purchase the ticket. In this case, you still have to pay the full price for the Deutschlandticket.
• The offer is voluntary and must be paid for by the user him/herself.
• Payment methods: SEPA, PayPal and credit card
• As an upgrade, a Deutschlandticket will be issued. The Deutschlandticket is subject to the general tariff regulations and is valid throughout Germany in 2nd class on local and regional services. For more information on the area of validity, please contact the DB or ask us.
• From January 2024, the upgrade ticket can
    can only be cancelled by the 10th day of the month. So if you buy it on 2 January, for example, and you already know that you don't you don't want to use it in February, you must cancel it by by 11 p.m. on 10 January at the latest. Otherwise it will be automatically renewed for the automatically extended for the next month. The ticket is only valid until the end of a month. So if you buy it on the 9th day of the month, it is still only until the end of the month. If you buy the ticket after the 10th day of the month, for example on 15 January, the ticket is automatically automatically extended for February and you will have to pay for pay for 2 months, even if you cancel immediately.
• The upgrade is (unfortunately) only available as a HandyTicket.
• The upgrade is offered as a subscription with a monthly cancellation option. If you do not cancel, the upgrade will end at the end of the respective semester at the latest. Verification as a student is then required again. Cancellation is possible until the last day of each month.
• No billing of a current month is possible in the case of early termination.
• The upgrade must be purchased again at the beginning of each semester.
• When purchasing the upgrade, it is not possible to have the semester ticket shares reimbursed by NVV and VGWS.
• For control purposes, you must also carry your current RMV semester ticket and a photo ID!!!

But do we still need the "normal" semester ticket at all?

The short answer to this question is: Yes!

We offer the semester ticket as a so-called solidarity model. This means that all students pay this contribution in order to keep the price of the ticket as low as possible. This allows us, for example, to offer a monthly ticket for the whole of Hesse for €24.30 at the moment. Trainees and pupils pay 31€ for the same validity. In addition, it still allows us - even in times of the upgrade solution - to use long-distance trains (except Flixtrain) on the known routes of our semester ticket area.

Another factor that we find not entirely insignificant is the price development of the Deutschlandticket. With our semester ticket, we can be sure that nothing will change significantly in terms of price. With the Deutschlandticket, we can already assume that the price will increase considerably in the next few years. Therefore, it would be very speculative of us to rely only on the Deutschlandticket, as this could have considerable consequences. Therefore, we will not cancel our traditional semester ticket contracts for the time being, as this would mean that entire regions of our semester ticket could be eliminated if the Deutschlandticket becomes too expensive for students. Unfortunately, this means that we are currently paying a little more than necessary, but we are already working constructively with many student representatives nationwide on the introduction of a solidarity model, which should significantly reduce the current upgrade costs.

So we see that the semester ticket offers mobility in Hesse and beyond for a comparably small and stable price. We would like to maintain this status (also with the Marburg privilege of using long-distance transport in places beyond Hesse) so that all students - regardless of whether they live centrally in Marburg or a little further out - can get to Marburg and back again as cheaply and sustainably as possible.
